I search the net and found a collection of old windows utility software called "SysinternalsSuite", and inside was the process monitor software, and by HAZARD, a software popped-up, the validity sensor and the simple pass which is taking not so much of I checked task manager and resource monitor and they showed me that explorer.exe is taking so much resources and also some core services. when running windows in safe mode, CPU is working fine, so I thought it is either a software or a service issue and not a hardware. I unistalled many softwares, I re-install windows from 8 to 8.1 to 10, and the issue still persist (cause every timeĀ I activate hello).

This is not a question, it is a statement so people having the same issue can find help and resolved their problem.
